Red and or white is the color you should see flickering when in sight of these aviation lights. You are most likely to see more of the red than you are white because red is more are alarming than white. How bright the lights are is dependent on the control are used to manipulate the strength or weakness of illumination. It makes no sense.to have them brightly lit during the day. Almost pointless.

These beacons are not only enforced on structures such as towers, but they are also enforced on buildings, bridges, cranes and any structure that will be at a height that can potentially obstruct the route of a plane that is flying within the vicinity. Due to the important purpose these lights serve, they need to be under constant observation, for all 24 hours of a day. They have to be thoroughly well kept and fixed immediately should they experience a breakdown.
